No. For some of the repaints, Mattel decided to go with characters outside of the cartoons. Also coming up are Ultraman and Superwoman from the Crime Syndicate of America.
They also did a Red Hood figure (he never appeared in the cartoon either), which was a Joker repainted in a black suit that came with the helmet and cape.

I never could stand those superhero figures like "Arctic Skier Batman", "Deep sea Diver Spider-Man","Cornfield Explorer Superman"
Even as a 10 year old I was like "Batman would never wear that crap!" I always went for the standard version of the characters.
Don't even get me started on all the Secret Wars figures having holographic shields...

Fans of the Toon Tumblers will be pleased to know there's new wave out.
Oddly enough, they're not currently being shown on the Toon Tumblers
website, but Midtown Comics has them in stock. The new releases include a
Kirby Thor, Captain Marvel, Shang-Chi, Doctor Strange, and a Cockrum
group shot of the X-Men.

With Cheetah and Catwoman Dodson has managed at last to capture that
whimsy that made the Hughes versions step above mere cheesecake.
