As much as I am not a fan of either, I'd have to go with Mxyzptlk.

Mr. Mxyzptlk, for Superman as he became more and more powerful, magic is one of the few things that he is vulnerable to so adds excitement to the stories.  Batman is always struggling to overcome in every battle, therefore he does not require a foe like Bat-Mite
