Kevin, I strongly recommend reading Dini and Timm's "Mad Love" for some good Harley action! I think she's a great addition to the Batman and Joker mythos within the context of the animated series. I'm not a fan of introducing her into the mainstream DC universe, however. Even if the mainstream Joker would or could sustain a romantic relationship for any period of time, his prediliction for killing off his henchpeople would translate into an early and brutally unpleasant end for Harley... Also, giving her superpowers? Thanks, no.
As for who's better at their job, Clark Kent or Peter Parker? Clark Kent. He shows up for work on time, his job isn't constantly hanging by a thread, he gets paid consistently, and while Parker routinely runs out of film or has some other reason why his pics are unsaleable, Clark makes his deadlines and scoops Lois often enough to keep him on Perry's good side. He can also secretly stop a tsunami and still be on the air next to Lana without anyone the wiser. The guy has this gig down.
Nicholas Hammond as Peter Parker, however, gets some kind of bonus points for managing to work with both Ellen Bry and Joanna Cassidy in his short time onscreen...
