I see Jonah as something else - a basically decent man whose fatal flaw is his jealousy of Spider-Man.

This irrational hatred causes him to do things he normally wouldn't do - and things he probably knows, deep down, that are wrong (like bankrolling the creation of the Scorpion or the Spider-Slayers).

While it's fine for Spider-Man to get the best of him in a humorous situation, I don't think he should be portrayed as a total buffoon. He's a more complex guy than that.
