To me, Lex Luthor is a petty, evil, scumbag who, unfortunately for mankind, is a genius; while Doom is a genius who, unfortunately for mankind, is also evil.  One of my favorite Doom quotes: "Doom is never petty."  Which to me leaves Luthor as significantly more evil.  I would be beneath Doom's notice.  Luthor would toy with me just to amuse himself.  Hate that guy.
