JB's Wolverine edges out Dave Cockrum's Nightcrawler, but I may well have a different answer tomorrow.  Nightcrawler was so interesting visually.

My first pick was Doctor Doom but, then I remembered JB's little story about Lex's short stay at the truck stop.....the bastard.

Doom seems more consistently evil to me, besides, a guy who wears a pink and green costume can't be all bad.

My favorite Lex Luthor story is the original Death of Superman from SUPERMAN #149.  It perfectly illustrates how obsessed and vile Luthor is.  SPOILER WARNING IF YOU HAVEN'T READ SUPERMAN 149: Luthor cures cancer so he can win the public's trust and seems to become a force for good...even putting himself at risk of retaliation from his former underworld cronies.  In the end it's all a ploy to win Superman's friendship so he can deceive him and ultimately murder him in front of the people he is closest to in the world.  Now that's evil!!!
