Frank Miller by far, I don't like his drawings but  he is one of the best storytellers, I've never liked Mignola, I've always thought that he is overestimate.

Mignola -

I see him as the modern Jack Kirby/Walter Simonson. Creating his own
world of characters using myths and folk tales and having a good sense
of visual and dynamics.

His writing is very good and minimal, which is very effective. Also his
writing always has a sense of humor about it so you don't get boggled
down in some depressed/bleak story line.

While I love Frank's work, he is grounded in comparison to Mike, in the
real world. Mignola's work open itself more to escapism and grandeur.
