Tough choice. Since Spider-Man is one of my 2 or 3 favorite characters, I have to go with Romita.

Buscema is the superior artist, I believe, but Romita is the one whose work and style defined Marvel throughout the 70's and early 80's.  That clean, dynamic Romita look makes him my choice in a toss-up between the two.
