very hard call to make -very hard -- Perez's first run on Avengers, along with (Dick Dillin on JLA) majorly shaped my comic book interst towards teams - which in turn, lead me to picking up JB's X-Men (oooh look at all those characters!) -- both both men's work on Avengers, including JB's WACO, and Perez's JLA/Avengers (both published and unpublished versions) are definitivly the best of the best --between them there is no right or wrong answer, but to pick, i'll say Perez, for going first, and last.
