I'll go with Simonson's Thor...and here's my logic:
JB's run on Superman was great - one of, if not the best, Superman runs ever. However, Superman certainly had been good before JB and it certainly has been good since JB. The book had gotten somewhat stagnant in the years before JB's work, but there's still plenty of good back there.
Thor, on the other hand, was never consistently good before Simonson and, from what I've seen, hasn't been consistently good since he left.
About the only good pre-Simonson issues of Thor I can remember are the occasional Lee/Kirby stories. In fact, the back-up, Kirby-driven "Tales of Asgard" stories often were far superior to the regular, non-Kirby Thor stories. And from what I've seen, there's not much in the way of good Thor stories in the 1970s.
