I'll start with today's and work my way backward...
1. Gerry Conway over Roy Thomas by a mile. Conway is my all-time favorite Spider-Man writer - no one did the web-slinger better. I'd say his run on Amazing Spider-Man from the Death of Gwen Stacy classic to the Jackal saga is a textbook example of how to plot and write a superhero comic. He also did some nice work on Wonder Woman.
I do like Roy Thomas' work a lot, particularly his World War II books (Invaders and All-Star Squadron). But Gerry Conway is quite possibly my favorite comics scribe ever.
2. Stan Lee over Gardner Fox. I haven't read enough of Fox's work to really judge, but it's hard to overstate Stan Lee's role in creating comics as we know them.
3. As a writer, I'll go with Steve Ditko over Jack Kirby. Kirby was way too much of a hard science fiction writer for my tastes. Ditko's writing may have been overly preachy of his Objectivist philosophies, but he still told a compelling good guy/bad guy story.
But as a comic book artist, Jack Kirby takes second place to no one.
