Lightning Lad. When he fell into a death-like comatose state, the members of the Legion proved they were willing to die to bring him back. Cosmic Boy just disappeared entirely from the Legion's timeline in a recent issue, and I don't get the sense that anyone's going to go look for him... Plus, he turns into the Time Trapper later. Whatta fink.
Plus, Lightning Lad looks cool and once had a robot arm. Robot arms on fictional characters are cool.
I'm most familiar with the line-up and premise of the Shadow, so that's where I'd like to see JB doing a series.
