Mole Man.  The way I see it, MM either would make some sort of non-aggression pact (which Doom of course would betray once convenient) or Doom would invade thiunking he could make better use of MM's resources.  Either way the two are bound to tussle and it's bound to be epic.

I think The Leader would be a pushover.  He has minions and intellect, but poor resources and powers.
