Hopefully JB isn't reading this...but I don't know Kubert's work that well. I
think my initial impression was my typical, "not superhero" style write-off. I
really need to sit down and read a few Kubert comics someday.
Kirby on the other hand, love his art, characters, etc. Just great stuff! So, my
vote goes to:
Kirby!

Backing up:
Dr. Fate, based on costume alone (never cared for either, really).
Perez. Adams is great but it's not really a fair comparison. It's like comparing Rickey Henderson to Hank Aaron.
Sgt. Rock > Sgt Fury BUT: Nick Fury, Agent of SHIELD > SGT. Rock.
Gotta go with Kirby. No Kirby, no Marvel silver age as we know it.

I love nearly every character ever created/co-created by Kirby, and this is a very tough toss-up, but if I were to have to name one and only one artist as the best in my opinion, I have to go with Kubert.

Well, the Kubert/Kirby thing comes down to whose EDIT comics I enjoyed more. From that standpoint, I love a Kirby comic and the way he tells a story. I really don't have a favorite Kubert story like I have favorite Kirby stories.
But as far as covers, NO ONE is better than Kubert. Not ever, not at any time.
Kirby: interiors. Kubert: covers. It's the only way.
