These have been really close calls lately. Both fine actors. My knee-jerk is Gorshin, but that might be my general dislike of the Penguin as a character.

Awww, I'll just trust my jerking knees and go with Gorshin's Riddler.

Frank Gorshin as the Riddler

Both have memorable laughs, but Gorshin's over-the-top cackle edges out Meredith just a tad for me.

Frank Gorshin, the character was so odd, and his performance did not feel as campy watching it now as it did as a kid.

Gorshin was a great performance, but Meredith WAS the Penguin.
