Quicksilver -- better defined powers makes him easier to slot into a team and play an entertaining cameo-type role. Plus, Scarlet Witch is too much an Avenger for me, and Claremont already had a certain (weather) witch that he would bestow all his love on.

Quicksilver. He would have always challenged Cyclops' authority. Unlike Wolverine who didn't want to follow rules, Quicksilver would have wanted to be the one making the rules.
