Captain America would make a better President but Tony Stark would win the election because he would be a better politician!

Captain America is the wiser of the two.
Wise enough not to run.

He's already turned down the nomination once! Stark has the political connections to get more done perhaps, although I would hope Cap would have the support of the voters enough to get done what needed doing. Only thing in his way would be congress...

hmmmm . . . ignoring the gross mischaracterization of the past 10 years . . .

Captain America would make better executive decisions and foreign policy

Stark would work the domestic politics more effectively and maybe have a better budget/economic plan. -- still of the two i would rather have CAPTAIN AMERICA as PotUS.

Wolverine, mainly because he'd be a very dangerous foe, but also because he represents all that is wrong with the comics industry today.
