MODOK was more grotesque, but Arnim Zola is a much better character, in my opinion.
The storyline where Kirby introduced Zola is still one of my favorite Captain America stories. I find Kirby's late-1970s return to Captain America to be hit-or-miss, but the Arnim Zola/Swine storyline is one of the high points.
For those who haven't read it, the plot borrows heavily from The Boys from Brazil, a best-selling novel of the day. But it's Kirby's execution of the plot that makes this tale special. Fugitive Nazi scientist Arnim Zola is conducting unspeakable genetic experiments in the jungles of South America, aided by a brutal local warlord called The Swine. And the mastermind behind this plot to resurrect the evil of the Third Reich is...well, I'm sure you can figure it out!
Just a fantastic Captain America saga from "The King."
