Batman by far.  But then I think Superman's villains are bland and uninteresting...just like him.  Yeah, I said it.

I don't think Superman is bland and uninteresting at all. However, for the most part (Luthor being a notable exception), I don't find his rogue's gallery very appealing.

Batman would be a great character with or without a great cast of villains. However, the fact he has the best roster of bad guys in all of comics makes this an easy choice.

As far as which character owes the most to his rogue's gallery (which is different from having the best rogue's gallery), I'd have to say the Flash. The quality of his villains takes the Flash from "good" to "great" in my mind - it definitely has made his book much more interesting over the years.

Between the two, Batman's is darker and scary.  Superman's are more powerful.  I would go with Superman's

Like someone said in one of the BTAS episodes (to paraphrase): he didn't make them, they made him.  He became Batman because of crime.  Spider-Man became Spider-Man initially for fame and fortune.  Superman was born that way and none of his enemies are sufficient foils for him (with the arguable exception of Luthor).
