I would argue Superman has the most underrated and underused rogues gallery in superhero comics:

Luthor, Mxyzptlk, Bizarro, Titano, Brainiac, Phantom Zone villains, Metallo, Parasite.....

I think Flash has the funnest gallery in comics, but Batman beats Superman's.
