The Vulture!

Vulture has been mostly cast aside as a boring or worthless villain over the years...no one to blame but the writers!  Go back and read the first two appearances by Lee/Ditko (ASM #2 and 7 I believe)...Vulture gives Spider-Man everything he can handle!  When I first read the Marvel Masterworks Spider-Man reprints as a kid, Vulture seemed to be the most dangerous of Spider-Man's early foes.

I've never liked the vulture, and to be honest, I'm not all that keen on the Lizard. Still, Dr Connors wins by a tail.

The Vulture - lots could be done with him, while the Lizard seems to be a fairly limited character - a good hook to it, yes- but still limited, and really not quite a Villain anyway.
