On the Bad Guy side of the Golden Age DCU, I recall Baron Blitzkrieg, Red Panzer, and The Young All Stars Nazi Counterparts: Axis Amerika.

Yankee Clipper (Marvel Lost Generation) had a neat uniform as well. (Sorry no picture to post)

Captain America, Captain Britain (second version), Guardian and Union Jack have great costumes. A patriotic costume is bad if there are too many symbols, these costumes have instead a simple design, easier to be remembered.
I'm afraid to see that "Captain Italy" appeared in ULTIMATES before I dropped the title.

The late Mark Gruenwald was the king of inventing these patriotic-themed characters during his lengthy run on Captain America.

In addition to the previously-mentioned Super Patriot, Gru also gave us Haupfman Deutchland, who was essentially the German version of Captain America. I don't have a picture to post but his costume basically was a stylized version of the German flag.

Gru's other patriotic-themed creations include Left Winger and Right Winger, Free Spirit and the AmeriKop. And then there was Flag-Smasher, a villain whose sole purpose was to battle nationalism and promote a one-world view.
