Brian, Roy Thomas did establish that Cap went on ice near the end of the war (in spring 1945, shortly before Hitler's death).  The problem was that when Steve Englehart wrote the story about the 50s replacement Captain America, he specifically stated that the replacement began his career in 1953.  So there was an eight-year gap between the two Caps.  Unless he wanted to say none of those late-40s Cap adventures were "real", Roy had to create another Captain America to be active in that gap.  Why he felt the need to create two of them though is beyond me, because that just made it even more complicated that it needed to be.
