Looks likes it was something produced around the time of the second Tobey Maguire Spider-Man movie based on the Doctor Octopus design.

That would've been an interesting 'elsewhen'! I did see a comment there about Kubert on Marvel characters... I have one of those late '90s early '00s Captain Americas one of his sons was artist on where he finished the story (set in The Savage Land), the last bunch of pages look like all him (and he is credited at the front). What a rare treat that issue was!

I will start by saying Joe Kubert's style has never been one of my favorites but that drawing is a thing of beauty! What an amazing "mash-up."

I'm a fan of Joe Kubert's TOR, and think a few Kubert-drawn issues of SPIDER-MAN would have been sensational!

Wow, PS The Preventive Maintenance Monthly was created by Will Eisner back in the Fifties. Pretty cool to learn it's still around and still using comics.

A Spider-Man story penciled by Kubert and inked by Ditko surely exists in some alternate universe that I wish I could visit.
