I'm thinking it might be Cloud. I can't even remember what happened to Cloud either in the pages of THE NEW DEFENDERS or after that series ended. 1985 was a long time ago.

According to the Marvel Database, Cloud was/is “female in her preferred form” but occasionally able to become male.

That doesn’t sound “transgender” to me. Maybe we need a different term? Pangender, maybe?

Perhaps "gender-fluid" is the term?

There was or is a Skrull from RUNAWAYS who changed gender (even sex, given Skrulls shapeshift). That character might show up at some point.

I can't think of any genuine trans people among Marvel's thousands of characters. If one was introduced recently, I missed it.

Gay men, lesbians and bisexuals are another matter. If Moondragon and the Kree version of Quasar appear as a couple in, say, GUARDIANS OF THE GALAXY 3, I'm all for it.

If they'd done this without as much hype ("organically", I suppose you'd call it), I think it would have been much better. JB and other top-notch creators have done it this way and it works. Introduce interesting characters, then as we learn more about them, various aspects are revealed. This not only makes it feel more natural, it also sends out a positive message to the reader that your gender or sexuality does not define you.

Who are “they” and what is “this”? Marvel clarified that there are no immediate plans for a transgender character in the MCU, and that Kevin Feige was responding to the first part of a question about the inclusion of LGBTQ characters (talking about a gay character in THE ETERNALS) and not the second part of the question “specifically transgender characters”.

"They" refers to Marvel Comics/Disney as a whole.

"This" refers to the notion that you come out and announce/confirm/exult things like diversity and LGBTQZW++ characters.

The moment you start implying that there is any sort of quota or target for diverse and inclusive characters, is the moment it stops being natural, and simply a marketing stunt. See:

 QUOTE:
He also said Marvel would strive to be diverse and inclusive. Two movies coming out this year were directed by women and some of new shows coming to the Disney+ platform also have female directors, he said.
"We have three other shows we've announced, we haven't announced the players yet, but spoiler alert -- two out of three of them are women," Feige said.

"It makes for better stories. I say, when you are sitting at a table and everyone looks like you, you're in trouble. You aren't going to get the best story out of that."

Seem like quotas to me. And no, Kevin, forced diversity and gender bias don't necesarily make for better stories. They make for a healthier bottom line I think you meant to say.

Again I think of the first THOR movie, in which two Asgardian gods became Black and Asian, in the name of “diversity”, while two characters created specifically for the movie were both White.
