Whenever I study the British flag, I feel really bad for the people of Wales. I guess I can understand, from a design stand point, if it's a choice between a dragon and no dragon, why the choice is no dragon. But thinking half-a-step outside the box, a thin yellow outline on St. George's Cross might look really nice.
Or is this just something that no one really worries about?

It's not a design choice.

The Scottish and Irish flags are integrated as a consequence of political union with these kingdoms. The Welsh flag is not included because Wales has been part of the kingdom of England since the 13th century when it was conquered. Sounds harsh, but for the purposes of the union jack, Wales just sits under the banner of the English flag.
