It looks like Jim Mooney's art. Odd, but part of that picture has been masked over. I tried doing an image search on Google, but it seems none of the sites using this exact image give credit to the original source.

Yeah, I tried doing the Google image search too and struck out.  I thought the girls face had a bit of a Carmine Infantino look to it but I figured that was me projecting more than reality.

I also wondered if the word balloon had been changed as well.  I mean, would they be allowed to say Star Trek without permission/cost?

I posted the panel over on a Facebook group I am a member of. There are some pretty knowledgeable fans there,so maybe it will turn up an answer if somebody doesn't do so here, first.

I was thinking John Romita, but Jim Mooney does seem more likely - at least Mooney on inks.

It's from ELECTRIC COMPANY magazine # 22, 1976.

Oh, and Steven, who answered this question for us also notes he hasn't read the magazine himself, but "...From what I read, the girl was watching TREK with a black male so he's apparently what was clipped out here."
