Curiously, and from recollection, Dagger was but not Cloak (and that's if we are counting Secret Defenders).

I could imagine Man-Thing being intriguing as a Defender.

He showed up during the Six-Fingered Hand saga, as I recall. I agree that his status as an outsider would fit well with the series.

Whirlwind. He's got a unique visual and a fairly unique power. He's one of the
few mutants who has no connection to the x-men world, long standing grudge
with the Pyms, ties to likely have the villains in Marvel but as far as I know has
never killed anyone or done anything much beyond robbing banks so perhaps
there is a little room for redemption or at least some good story telling.

If you want to know who is/was considered a Defender up to 1978 (Hawkeye is missing and the supportting cast was added: Dollar Bill, Trish Starr and Jack Norris).
