The Cybermen are supposed to be cyborgs, but the casual viewer would probably think that they're robots. I'd even argue that most, if not all, of the new series designs look like rejected Iron Man armor or Ultron body prototypes from the neck down.

The Borg, who are rip-offs of the Cybermen, are much scarier than the Cybermen. And I believe one reason is because the Cybermen have looked like robots, not cyborgs, since the Fourth Doctor era. The only times I've found the Cybermen truly scary were last season's two part finale (because it was the original Mondas Cybermen) and the `Cyberwoman' episode of TORCHWOOD.
So should the Cybermen be left alone, and continue to look like robots and their true nature explained on-screen whenver the appear? Or should they be changed to look more like actual cyborgs, restoring some of the horror/scariness to their appearance?
An easy way to restore the cyborg look would be to have the Doctor interfere in their development, like Four did wth the Daleks in `Genesis of the Daleks', so that they still have at least a partial human appearance. I don't think giving them all partially visible brains like some of the Cyberleaders (or is it Cybercontrollers?) have had in the new series or just having the Doctor encounter the Mondasian versions for a while would be much of a solution. And today's special effects could make them look downright scary with some human elements shown.
(The Daleks look like robots, too. But their look is somewhat iconic. I'd say that the Cybermen have never had an iconic look to them.)
