This would be my favorite for the $ Batman, Superman, Green Lantern Hal J, Mister Fantastic.

But bang for the buck, Batman, Thor, Wonder Woman, Captain Marvel, Green Lantern Hal J, Black Panther.

Captain America--$5--leader
Thor--$3--muscle
Black Widow--$3--enforcer
Mr. Fantastic--$3--technician
Black Canary--$1--wild card

...because why the heck WOULDN'T I want Black Canary and Black Widow on the same team!  And, yeah, Superman skews everything (so then it wouldn't be a perfect team!), but $3 Thor is a bargain!

At $3 Thor brings so much more to the table than pure muscle.  
I'd argue he is more versatile than Capt. (Shazam) Marvel or Wonder Woman.  

I avoided any scenarios that included Superman purely because given his skill set and power level he takes the fun out of the draft!

LEADER
Captain America.  The leader sets the tone, and I want someone with Cap's moral center in charge.

MUSCLE
Superman.  If you need a planet pushed out of the way, he's your guy.

TECHNICIAN
Iron Man.  I like his troubleshooting skills and ability to improvise.  As was observed in the first movie: he made his first armor in a cave, out of scraps.

I was thinking similar - with the names on the
"muscle" list, why the heck would you need an
"enforcer"??But to play the game:

Batman (tactician, resources, favourite character
ever)

Captain Marvel (equal to the others in strength and
MUCH more versatile - he might be the most ridiculous
bargain of this whole exercise - thanks for the
reminder, Anthony)

Hawkgirl (Wallace said it best)

Mr. Fantastic (Duh)

Spider-Man (Incredibly underestimated - genius, great
strength/agility, spider sense, and second favourite
character ever).
