Okay, Mikearino :), how about this? In the early-on Marvel Universe, the top tier were Thor and the Hulk (okay, and I'll stretch that era to Hercules.)

Next level were Namor and the Thing and Iron Man.

Right after them is Giant-Man. Right after him is the Beast.

How's that scale suit you?

There should be some quantifying, otherwise it is too
chaotic.

I was mad (as mad as you can get on a comicbook level)
when I saw Colossus withstand a full blast from Havok,
then years later I see much lesser attacks cause him
pain or knock him unconscious.

Thomas, perhaps there should be quantifying - your example is an excellent case. But it should be in the purview of editors and writers, and ( feel it should be invisible to the reading public.

For one scenario, let's pick Thor vs the Hulk. We know that they are pretty similar in power set as far as the physical aspects. Now, everyone knows not to shoot at the Hulk... you'll only make him mad. What happens if you shoot at Thor? Do the bullets bounce a la Hulk? Or he does he take critical damage, despite being able to take a punch from the Hulk or Hercules without significant injury?

The point is - do we ever have to know? In 50 years of reading comics, I think I recall once when the topic came up - I believe it was in Black Panther, but I'm not sure (I didn't collect or regularly the book.)

I think that should apply with comic book strength matters. "Oh, no, my son is trapped under that car! Spider-Man, can you help?"
"Let me see... I can lift two and a half tons... but that's an SUV... nope, better call a tow truck." Even if logical, it's not a very exciting story. And it should be about the story...

Thor is an interesting case, to me. I couldn't nail
down a specific instance, but I do have the impression
that Thor, while pretty durable and hardy, is NOT full
on, Superman/Hulk level invulnerable, especially to
something beyond the blunt force trauma pummeling of a
fistfight with the Hulk. Like, bullets could actually
be a problem, in spite of his vast array of powers and
strength, for instance. More knowledgeable experts than
I, please weigh in!

In an issue of Black Panther, Christopher Priest had Thor take a bullet from a high powered sniper rifle.  He was hit right between the eyes.  The bullet broke the skin, but couldn't penetrate the super dense Asgardian bone beneath.  Thor was stunned, but by the time he recovered, the wound was completely healed.  Thus, not invulnerable but very, very tough.
