Must be a big scaredy-pants who is too afraid to challenge the showrunner about any of his more idiotic or self-aggrandising scripts.

Principally, the job of the story editor is to keep a show "on course," so I would not expect too much in the way of revolution in those ranks.

There are definitely times I think New Who would have benefited from a script editor, particularly concerning Moffatt's paradoxes. 

I don't know if there is a historical TV precedent, but Moffatt (and RTD before him) seem to have been "absolute monarchs" on the series.
