I did an admittedly quick Google search and didn't turn anything up other than a home-made version, but an Arnim Zola t-shirt seems like an obvious product.
That said, I'm only five minutes out from wondering if anyone makes one, and I don't really remember why I wondered, so maybe it's not such an obvious product after all.

While he has a fan base, I can't imagine that there is a large group of people clamoring for this shirt. If Marvel thought so, it would exist already.

I was given to understand that using the artwork for personal purposes was ok, but that you could not include in your store for re-sale

Well... no.
It's illegal for you to have Zazzle make a Marvel shirt because Zazzle would make a profit off of it. You might not make a profit, or sell it, but Zazzle is selling it to you. You might not get in trouble, but Zazzle would.
Zazzle pays a bunch of cash to make legal Marvel shirts. They aren't going to want you to make one yourself.
now, whether or not they realize you're using a Marvel image is one thing, but... no, they can't legally make you a Marvel character shirt. The same thing can happen at a Kinko's or any sort of copy place...
Zazzle has a ton of DC & Marvel items, but they are limited to what Marvel & DC put in their style guides.

In terms of popularity, I've always considered Arnim Zola right up there with Wolverine and Spider-man.
