I think it would be nice if every writer and artist working in the field today
had to spend a couple of years doing six or eight page, complete in one
issue stories. You know, the kind Kubert, Eisner, Kirby, the EC boys and
so forth cut their teeth on.

I agree completely and whole-heartedly.

Unfortunately, even *that* doesn't guarantee anything.
Case in point: Mark Millar (who got his foot in the door co-writing with
Grant Morrison) got his big break writing Superman Adventures at DC.
Based on the cartoon, and done in one. Wrote the title for a couple or
several years, including one issue that was 22 separate one-page stories.
Now he is one of the fore-most "writing for the trades" authors.

He said in an interview that he thought one of the reasons the British
writers seem to be able to pack so much into stories is that they grew up
with &/or started writing for the British comics, that feature 6-8 page
stories.

I think only one part of the equation is getting the creatives in to the 6-8
page or "done in one" metality.
The other is to get the executive running the companies to mandate the
tighter pacing and less cross-overs.

And then stick to it.
